As Maryland approaches the elections on November 3, Governor Wes Moore is anticipated to win re-election comfortably. However, the governor is faced with substantial pressure, particularly regarding a pivotal ballot measure that could reshape the state’s congressional district lines.

The proposed ballot question seeks to empower state Democratic leaders to adjust congressional district boundaries, potentially creating an even more favorable map than the current distribution of seven Democratic representatives against one Republican. Moore, alongside allies including former President Barack Obama, presents support for this measure as a stance against Republican influence, particularly that from former President Donald Trump.

Recent weeks have revealed waning support for this measure among Maryland voters, prompting intensified efforts from Moore’s camp to galvanize backing. Failure to pass this initiative could signify a significant political challenge for the governor, especially amidst speculation regarding his ambitions for a presidential run in 2028.

Legislative Background and Current Challenges

Moore and his team attempted to create a congressional map in the current legislative session. Their aim was to revise the existing map to ensure all eight districts favor Democratic candidates, especially in response to redistricting actions taken by Republicans elsewhere. However, this initiative was stalled by Senate President Bill Ferguson, also a Democrat, who indicated insufficient support among lawmakers in his chamber.

Ferguson’s caution was informed by Maryland Democrats’ past attempts to redraw district lines in 2021, which were ultimately invalidated by state judicial rulings. In August, Ferguson and other Democratic legislators voted overwhelmingly to present a measure to voters aimed at removing the requirement for Maryland’s congressional districts to follow natural boundary lines, such as those of the Chesapeake Bay.

Although the Maryland Supreme Court approved the altered wording of the question after a legal challenge, recent polling indicates that the measure’s approval is uncertain. A University of Maryland, Baltimore County survey revealed that approximately 53% of likely voters are inclined to vote against the measure. This opposition spans across party lines, with significant numbers of Democrats (42%), Republicans (74%), and independent voters (59%) expressing their disapproval.

Voter Sentiment and Ongoing Campaigns

Mileah Kromer, director of the UMBC Institute of Politics, noted the intriguing question raised by the measure relates to whether voters desire a districting process that favors one political party over another. The general sentiment among Maryland residents appears to favor fair districting practices rather than strategic partisan advantages.

Kromer’s analysis suggested that many Democratic voters might support resisting Trump but still be uncomfortable with the concept of redistricting solely to benefit one party, particularly given that Democrats stand to gain only a single seat from these changes.

National Implications and Future Prospects

The conversation surrounding district lines has grown increasingly relevant following other states’ actions, particularly those that shifted districts to favor Republicans. Politically savvy Maryland voters, especially those residing near Washington, D.C., are acutely aware of national political trends and may be less inclined to endorse a partisan redistricting approach.

As the election approaches, Moore’s campaign has pivoted from exclusively emphasizing his re-election to actively campaigning for the ballot measure. This strategic shift follows significant investments in advertising aimed at persuading voters. In October alone, the advocacy group Fight Back MD has reportedly allocated $550,000 toward promoting Question 3, while Moore’s campaign has contributed $700,000 for additional media outreach featuring support from prominent political figures.

Political Strategies and the Path Ahead

Despite the urgency surrounding the campaign for the ballot initiative, there remain underlying tensions between Moore and Ferguson regarding redistricting strategies. Many Democratic supporters have hesitated to donate to the campaign due to uncertainty over Ferguson’s commitment to future redistricting efforts, raising questions about the measure’s political viability.

If that ballot measure fails, political analysts suggest that it may not severely tarnish Moore’s prospects for a presidential bid. A national Democratic strategist mentioned, “I just cannot imagine people caring that much about this” outside of Maryland, indicating that Moore possesses a strong legislative track record to discuss without relying solely on this issue.

However, there remains the possibility that a failed ballot initiative could be leveraged by opponents during future electoral campaigns, particularly as the landscape shifts leading up to the 2028 presidential campaign.
