On Friday, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) took significant action against MEXC Global, an offshore cryptocurrency exchange. The agency issued a final order preventing MEXC from accessing the U.S. banking system, citing the platform’s alleged involvement in sanctions evasion linked to Iran, North Korea, and Russia.

FinCEN’s directive, which will be formally published in the Federal Register, classifies MEXC as a “major money laundering concern” under Article 9714(a) of Russia’s Anti-Money Laundering Law. In practice, this order prohibits U.S. financial institutions from facilitating any transactions, including those involving convertible virtual currencies, with MEXC starting 30 days after the notice is officially published.

This measure is positioned as part of a broader strategy to curtail economic activities that support sanctions evasion, although it is not classified as a designation under the Office of Foreign Assets Control (OFAC). The order does not modify existing regulations under the Bank Secrecy Act but specifically targets FinCEN’s remit regarding fund transfers.

Key Findings in the Order

According to the Treasury Department, MEXC facilitated more than $16 billion in illicit financial movements from May 2021 to May 2026. Of this total, around $1.5 billion was allegedly connected to evading U.S. sanctions against Russia, while approximately $22 million is tied to the Central Bank of Iran and the Quds Force of the Islamic Revolutionary Guard Corps. Notably, as of June 2026, MEXC was reportedly still conducting transactions with Garantex and its successor, Grinex—both platforms previously designated by OFAC.

The order, authored by FinCEN Deputy Director Jimmy L. Kirby, encompasses MEXC Global along with its related entities operating outside the United States, such as MEXC Global Ltd in the Seychelles, MEXC Estonia OÜ, GIDA Technology AG in Switzerland, and MXC Global Ltd in the U.K. U.S. institutions must adhere to this order to avoid potential civil or criminal penalties for willful breaches.

The timeline for enforcement begins only after the Federal Register publishes the notice; as of Friday evening Eastern Time, MEXC documents were not yet available in the public index, indicating the publication process is still in progress.

Context on MEXC Global

Established in 2018 and previously known as MXC, MEXC is one of the world’s largest centralized cryptocurrency exchanges by trading volume. Following the Treasury’s actions, it is estimated that by mid-2026, the exchange’s daily sales could surpass $1 billion, with total reserves nearing $5 billion across over 170 accessible markets. MEXC has already identified the U.S. as a restricted jurisdiction in its terms of service, meaning that the recent order predominantly impacts its relationships with banking counterparts and other financial rails connected to U.S. institutions.

Regulatory scrutiny of MEXC has been ongoing outside the U.S. For example, in March 2024, the UK’s Financial Conduct Authority placed MEXC Global Ltd on its warning list for operating without proper authorization. Additionally, the Hong Kong Securities and Futures Commission raised concerns about the exchange actively marketing to local investors without a license. In May 2026, the Seychelles Financial Services Authority announced interventions against MX Global Ltd, attributing them to unauthorized operations in the virtual asset space.

The compliance challenges surrounding MEXC complicate the narrative of illicit transactions, particularly given the specific allegations being made. FinCEN has highlighted around $1 billion in direct transactions with over 40 Iranian crypto exchanges, alongside approximately $26 million linked to transactions with the sanctioned A7 Sanctions Evasion Network and $200 million with the A7A5 stablecoin. The link to North Korean cybercrime activities remains a significant concern. However, MEXC has yet to issue any public comment in response to FinCEN’s directives as of the latest reports, continuing to engage in marketing activities on platforms such as X.

Implications for the Cryptocurrency Market

Once the order takes effect, U.S. banks and other financial entities will be barred from enabling any financial transactions to or from accounts associated with MEXC. While offshore users may still engage in peer-to-peer trading, financial institutions that handle transactions involving the dollar or around Mexican affiliations may face legal liabilities. This action is reminiscent of previous trading suspensions, involving similar regulatory responses to entities such as Bitzrat, and comes amid an active week of sanctions addressing North Korea, Iranian exchanges, and Russia’s move to initiate Bitcoin trading within its exchanges.

Whether MEXC will challenge the findings of this order, seek exemptions, or adjust its operational strategies remains to be seen. The documentation leaves no doubt about the Treasury Department’s position, highlighting a significant concern regarding over $16 billion attributed to illicit activities within its operations.
