The Financial Stability Board (FSB), an international body dedicated to promoting global financial stability, has recently highlighted emerging risks tied to artificial intelligence (AI) as well as regulatory challenges concerning stablecoins.

In a letter addressed to G20 finance ministers and central bank governors, FSB Chairman Andrew Bailey expressed concerns regarding the developmental stage of cross-border stablecoin oversight and crisis management protocols, stating they “remain immature or are yet to be developed.” This letter precedes an upcoming G20 summit and underscores the need for member nations to work collectively on these pressing issues.

Current State of Stablecoin Regulation

According to the FSB’s review, conducted in 2025, only 11 out of 28 examined jurisdictions have successfully established their regulatory frameworks for stablecoins. This limited progress raises alarms about the potential repercussions of a stablecoin market disruption on traditional financial systems. The FSB reported that a bank run on stablecoins could lead to forced sales of their reserve assets, significantly impacting traditional banking deposits.

This concern mirrors previous warnings issued by regulators, including European Central Bank (ECB) President Christine Lagarde, who has pointed to redemption risks involving stablecoins both in the EU and globally.

AI Implementation and Risks

Bailey also urged G20 nations to adopt the FSB’s recently formalized practices for the responsible deployment of AI technologies within the financial sector. He emphasized the necessity for careful management of AI by financial institutions, as well as continued vigilance from regulatory bodies. “AI therefore requires careful management by financial institutions as well as our continued close attention,” Bailey noted in the letter.

The framework put forth by the FSB addresses critical areas, including governance structures, AI development and deployment methodologies, cybersecurity protocols, and risks associated with third-party services. The implications of AI on cybersecurity are significant, with Bailey warning that sophisticated cyber threats propelled by AI could jeopardize the stability of essential financial institutions and market infrastructures.

These concerns align with earlier statements from European regulators who cautioned that advancements in AI might exacerbate market volatility and heighten cybersecurity threats.

A Path Forward

In June, the FSB outlined twelve recommended practices aimed at promoting the responsible implementation of AI. This guidance is part of a broader effort to ensure that as AI technologies continue to evolve, they do so within a framework that upholds financial stability and protects consumers and markets alike.

The ongoing discussions and developments follow a notable trend in the financial industry; various regulators and central banks are reevaluating the structures and protections surrounding both stablecoins and AI applications to ensure they can withstand the complexities of the modern financial ecosystem.
