The International Monetary Fund (IMF) has recognized the positive strides made by El Salvador’s economy, although it has also expressed concern regarding the country’s ongoing Bitcoin initiative. In a recent statement, the IMF approved a disbursement of $139 million aimed at Central American countries to “reduce state involvement in Bitcoin-related activities.”
El Salvador gained significant attention in 2021 when it became the first nation to adopt Bitcoin as legal tender. This bold move drew criticism from the IMF and various financial institutions, particularly as the nation sought development loans from the agency at that time.
In September, the IMF indicated that El Salvador was not actively purchasing Bitcoin. However, the government’s Bitcoin office has repeatedly contradicted this claim, asserting that acquisitions are indeed being made. The IMF noted a discrepancy in performance metrics associated with Bitcoin accumulation but acknowledged that certain exemptions were granted due to “strong remedial measures and new commitments.”
The IMF emphasized that the Salvadoran government’s role in Bitcoin activities is being scaled down. Specifically, it stated, “no accumulation of Bitcoin beyond documented donations is envisaged,” suggesting a shift away from earlier policies.
In 2022, President Nayib Bukele announced an ambitious plan to purchase one Bitcoin per day. However, questions regarding the sources of funding and the actual purchases remained ambiguous. The IMF clarified that the nation has not utilized public funds for Bitcoin acquisitions, instead receiving donations from private entities. This alleviation of public funding use follows the signing of a $1.4 billion loan agreement with the IMF in December.
In an effort to promote cryptocurrency use among its citizens, the Salvadoran government launched a Bitcoin wallet in 2021, providing Bitcoin gifts to residents. Yet, recent admissions from President Bukele in 2024 indicated that cryptocurrency adoption for everyday purchases has fallen short of expectations. Despite this, he highlighted ongoing advancements in satellite technology as a point of pride for his administration.
